BJP questions delay by Cong in moving HC

NEW DELHI, Feb 03: An Arunachal Pradesh BJP  today questioned in Supreme Court the delay on part of the Congress in moving the Gauhati High Court against Governor J P Rajkhowa's decision to advance the assembly session in the political crisis-hit state without the then Chief Minister's consent.

"On December 9, the Governor took the decision and Congress Party approached the High Court on December 15 after the resolution to remove the Speaker (Nabam Rebia) was passed. The government has lost majority was also proved," the counsel for BJP MLA Tage Taki told a five-judge Constitution bench headed by Justice J S Khehar.

If such a "grave" mistake was committed by the Governor then why did the then ruling party allow the matter to "precipitate" further and move the court at the last minute, senior advocate Vikas Singh, appearing for the lawmaker, said.

The constitutional head of state had discretionary power to summon the assembly without consulting the council of ministers if he had reasons to be convinced that the Chief Minister had lost majority support in the House, Singh told the bench that also comprised justices Dipak Misra, M B Lokur, P C Ghose and N V Ramana.

The court, which is considering pleas against imposition of President's Rule in the state, yesterday resumed hearing on earlier petitions seeking examination of constitutional schemes on the scope of discretionary powers of the Governor.

The bench is also examining the authority of Arunachal Pradesh Governor Jyoti Prasad Rajkhowa as to whether he can advance the assembly session without the aid and advice of the Chief Minister and his council of ministers.

The court would tomorrow resume hearing on the petitions seeking examination of powers of Governors. PTI

The wave of Clean Arunachal Campaign

[ Hage Yami ]

ITANAGAR Feb 03: The Clean Arunachal Campaign since its commencement on Feb 1 has evoked huge response as the common masses have joined in wholeheartedly to clean their surroundings during the fortnight.

Here are some opinions of the denizens regarding on-going Clean Arunachal Campaign.

A bank employee of Itanagar, who does not want to be named, said “It is not necessary to wait for the commencement of such campaign; in fact it should be an everyday process to maintain the cleanliness and not litter the city. Keeping the surrounding or city clean is solely the responsibility of the  citizens and it should be a voluntary efforts on the part of each and every individual.”

“As per as possible, I have cleaned up of my surroundings, home and office. I also feel the need for logistic support like sufficient vehicles to lift garbage and disposal of solid wastes. Moreover, I feel the need of awareness campaign in villages about the health and hygiene, particularly on sanitary system with involvement of NGOs,” said Er Tapi Tai, Executive Engineer Department of power Ziro.

“I feel this cleanliness drive is very good initiative but it has created a chaos among the commuters.  It is my sincere appeal to the concerned authority to carry on the campaign at allocated time so as to ease out the traffic” said a commuter.

A resident of F sector said “I feel the concern authority should promote Clean Arunachal campaign as far as possible in every nook and corner of the state as many people still don’t know about this. Moreover, maintaining cleanliness or personal hygiene doesn’t need any orders, campaign etc as it is a part of everyday life.” He continued “seeing the scenario of our state, especially state capital, I really appreciate this awareness campaign and would like to appeal concerned authority to step out some remedy to keep the capital clean with the continuation of this campaign. The campaign should continue even after the end of the fortnight, twice or thrice in a week to lift the dumped trashes on the road side.  The entrance of RKM hospital and F-sector has got very bad impression due to accumulation of garbage.”

From the opinions of the people, it is amply clear that expectations of common masses to see the twin capital cleaned are very high and cleanliness should not be the responsibility of the administration alone   but each citizen should make it every day habit.  At the same time, one hindrance to the cleanliness drive is the lack of garbage disposal mechanism, posing a challenging task for the authorities.

NE states still waiting for good days

Central government today unleashed another round of major infrastructure projects. Govt. of India cleared six road projects and one port sector project with estimated project cost of around Rs 9,672 crore. It included four National Highway projects, one each in the state of Maharashtra and Himachal Pradesh and two projects in the state of Uttar Pradesh and one port sector project in the state of Goa.

Much to the disappointment of the people of North East region there was no major announcement for the NE states.  When present government came to power at centre, people of north east region had huge expectation from them. For years successive central government has failed to develop the region. Prime Minister Narendra Modi had promised a lot for the region but situation has not improved much. People are getting impatient and desperately want to see improvement at grass root. The biggest problem confronting our region is poor road  network. The hilly terrain makes it more difficult for the people to survive. Government of India should especially give emphasis on improving the road connectivity. It’s surprising that no major road project has been announced for the region so far. But hopefully in coming budget government will present a road map for the development of region. There is urgent need for it. If govt. of India continuous to neglect the region, it will send out wrong message and sense of alienation will engulf the region.

No law that allows police to assault public

Dear Editor,

On Feb 2nd   at around 7 PM, I went to pick up my younger brother from his tuition centre at G-extension, Naharlagun from Press Colony, Papu Nallah but there was a heavy traffic jam near Niba Hospital.

As I was trying to enter the queue, I was not allowed, so very slowly I drove from the wrong side of the road till Naka point at Yupia road Tri-junction when a sub inspector along with his team stopped my car and started slapping and kicking me. I was trying to explain but they didn’t allow me to speak even a single word. As I was trying to make a call to my parents, they snatched my cell phone and threw out all my documents and belongings.

Later my parents and I went to the police station Naharlangun where we lodged a complaint. The officers there apologized for the incident.

If I am violating the traffic rule then the officer should have imposed fine as per traffic rule.  There are no provisions in Indian law that allows police to physically assault innocent public.

Therefore, I highly appeal to the concerned authority to correct the bad behavior and harassment by the city police. And their duty is to protect and safeguard the public but not to misbehave and harass the innocent public.

Yours,

Tana Akash

Super heroes do exist

Dear Editor,

Through your esteemed daily, I would like to express my view on recent transfer order issued by Governor in the interest of people of Arunachal.

After learning that DC of East Kameng Sandeep Kumar has been transferred to Capital Complex, I was little disheartened but later realized that his deed has proved the proverb “action talk louder than words”.

He has done many commendable jobs during his short tenure as DC of Seppa. The people of Seppa, for the first time felt and experienced real administration. They were made to realize that law is above all and everyone is equal before law.

His action has made many people to believe that there exist super heroes too. He was next to messiah for poor and helpless people. The word rationality, punctuality and justice became his identity.

No word is enough to appreciate his work and measure his ability.

People of East Kameng will always remember you as our super hero and will cherish your dream of equality, justice and rationality.

May you continue to inspire many more and serve our state in different capacities.  My grand salute to our Sandeep Kumar.

Yours

Prey Tayem Dodum

A fortified city

Dear Editor,

A popular quote states that “when two elephants fight, it is the grass that gets trampled”.

In the present situation of the state of Arunachal Pradesh, this is true.

But what is more confusing is the fact that, one cannot guess who is fighting with whom! First, we heard fights among members of the same party with different heads, then we witnessed fights between two constitutional heads of the state and now between the Honorable Supreme Court (SC) and the central government for recommending President’s rule in the state!

In the meantime, the state’s capital has become a fortified city. Security forces are deployed in every two to three steps. I wonder what they are defending!

All I see and hear is harassment of the people, mostly commuters. If imposition of President’s rule means fortification and harassment, then the temporary arrangement of president rule will have long term negative impact on the people.

To make things worse, the burning issues like unemployment, borders conflicts, deteriorating financial/ economic situation and other important developmental activities are left aside.

It is time our leaders look back and pay attention to the state, start working for the people’s welfare and work dedicatedly instead of running to Delhi for power or fight.

Yours,

An Aggrieved citizen

Reservation

Dear Editor,

It is regarding the result of ”Research Assistant” which was recently declared. Out of 13 students selected for viva-voce, only 4 students are from commerce background. Whereas examination was mostly based on” accountancy”(2nd paper), it seems that the commerce students of our state need “reservation” in their own field.

When did Dao become a weapon?

Dear Editor,

Tradition and culture are part and parcel of any society. No society is complete without the unique culture and traditions they possess. Sikh’s Pagri and Kirpan, Nepali’s Khukri, Assam’s Gamusa are the geo- indicators of their society.

I am shocked and tremendously surprised how an important agricultural and traditional tool like “Dao” became a weapon in due course of time? Besides the fact that Dao has been associated with only one tribe, which is a complete mis-inter-pretation.

A basic item like Dao if rated as a weapon and carrying one is regarded as violation of rule and present any danger to the law and order situation, then the matter needs to be discussed seriously before the tradition become a matter of law and order problem.

Dao is a traditional item and it must be the right of every young man and women to possess it. Breaking of any law and order must be punished according to the law of the land.

Criminals are punished for after they had committed a crime, not before.

Yours,

Joram Aatum

Boundary problems

Dear Editor,

It is very disheartening to know that the leaders whoever may be of Arunachal Pradesh are not concerned about the state. Moreover they are more interested for their chairs and power. It is very surprising to see that the court proceedings from the permanent bench, Itanagar to the Supreme Court of India via Ghty High Court is moving very fast.

I imagine why is the Inter State Boundary case left pending at a snail’s pace? If really they are concerned about it, there should have been speedy trial and permanent settlement.

If India can settle the boundary with Bangladesh, why not Assam and Arunachal?  The development in the interstate boundary has come to a complete halt hampering the life of local inhabitants.
