Thousands participate in SAG Torch relay

ITANAGAR, Feb 03: The Torch relay of the South Asian Games (SAG), which entered into the state in its last leg yesterday and halted a night here, was flagged by Governor JP Rajkhowa from Raj Bhawan helipad here this morning.
Around 2000 school students, sportspersons and enthusiasts participated in the relay.
Head of the Torch Relay Prof. Biswajit Basumotary, Dean of Lakshmi Bai Institute of Physical Science, handed over the Torch to Governor Rajkhowa, who passed it on to Everester Anshu Jamsenpa to begin the relay.
The rally culminated at IG Park, where it was again passed on to the head of the Torch relay.
Earlier, Rajkhowa exhorted the sportspersons and youth to take active part in sporting activities and to bring laurels for the state and the country.
He called upon the sportspersons to motivate all towards sporting activities, which would ensure physical and mental upliftment of the youth.

18 child labours rescued in Daporijo

DAPORIJO, Feb 03: Daporijo police have rescued 18 children from different locations within the township here, who were engaged as child labour/domestic helps in various garages, houses and work places.
Most of the rescued children were from Assam and they were safely handed over to their parents and guardians with police escorts.

Arunachal’s Sambo Lapung to represent country at SAG

ITANAGAR, Feb 03: Lifter Sambo Lapung is the lone athlete from Arunachal Pradesh to represent the country in the 12th South Asian Games (SAG) to be held in Guwahati and Shillong from February 5 to 16, informed Arunachal Weightlifting Association (AWA).
Sambo is the current senior national weightlifting champion in 69 kg category. He won the title in the 68th Senior National Weightlifting Championship held at Patiala, Punjab in December 2015, where he struck 3 gold medals.
Sambo has brought many a laurels to the State by winning medals in national and international level competitions since 2011.
He won Gold medal at All India Inter SAI Championship at Aurangabad and Bronze medal at 7th Youth National Weightlifting Championship, held at Nirjuli (Arunachal Pradesh) in 2011.
He became Youth National Champion winning three Gold medals at 8th Youth and Junior National Champion at 49th Junior National Weightlifting Championship in 2012. In 2013, he has successfully defended both his Youth and Junior National Championship titles at National Weightlifting Championship held at Guwahati.
At international level, Sambo has won silver medal at Commonwealth Youth Championship in Apia, Samoa in 2012.
In 2013, he became Asian Youth Champion as well as Commonwealth Youth Champion.
The Asian title was achieved at 15th Asian Youth Weightlifting Championship in Doha, Qatar and Commonwealth title at the Commonwealth Weightlifting Championship held in Penang, Malaysia, the AWA informed.

Arunachal preparing list as per SC order
Itanagar, Feb 03: Arunachal Pradesh government is preparing a list of documents for submission to Supreme Court following the directive to it to return copies of all official files seized from the offices of former chief minister Nabam Tuki, his ministers and parliamentary secretaries after imposition of President's rule in the state.
A list of documents needed by the petitioners in the case is also being prepared, Chief Secretary Ramesh Negi told PTI.
The SC order was received by the government on Tuesday morning and accordingly the lists of the files were being prepared.
He said the former chief minister, ministers and the parliamentary secretaries have been requested to take the relevant documents needed for filing replies in the court.
The apex court had on Monday directed the chief secretary and the administrator of the state to supply certain documents, personal documents and personal diaries of Tuki and his ministers including parliamentary secretaries on their request. PTI

“As per as possible, I have cleaned up of my surroundings, home and office. I also feel the need for logistic support like sufficient vehicles to lift garbage and disposal of solid wastes. From the opinions of the people, it is amply clear that expectations of common masses to see the twin capital cleaned are very high and cleanliness should not be the responsibility of the administration alone but each citizen should make it every day habit. At the same time, one hindrance to the cleanliness drive is the lack of garbage disposal mechanism, posing a challenging task for the authorities.
3 NSCN (K) cadres nabbed
ITANAGAR, Feb 03: Security Forces nabbed three NSCN (K) cadres from adjoining jungles of Laju and Noglo area of Tirap District on Wednesday.
The troops of 1st Assam Rifles, caught hold of the cadres along with several arms and ammunitions after 96 hours long search, battling vagaries of bad weather and sub zero temperature.
As per reliable source initially only 1 ultra was nabbed in adjoining jungle area of Kollam and on his tipoff, the two accomplices were apprehended subsequently from Kollam and Noglo area. The apprehended cadres were identified as Alon Wangsa, 28 yrs and resident of Nginu, Major Kommen Kanglon, 30 yrs, resident of Tutnyu and Napong Kangnong, 19 yrs, resident of Noglo village.

Good time for effective, fearless administration: Rajkhowa
ITANAGAR, Feb 03: Governor of Arunachal Pradesh JP Rajkhowa while addressing the commissioners, secretaries and special secretaries of the Government of Arunachal Pradesh said that President Rule must be a good time to bring in effective and fearless administration, free of fear or favour.
He said that there is an urgent need for change in the mindset of the officers and asserted that maintenance of discipline is the need of the hour and that starts with being punctual in office.
The Governor requested all officers to extend their fullest cooperation to ensure good administration during President Rule and thereafter also.
The Governor expressed his disappointment on the reported participation of certain Government officials in politics and remarked that officers should serve in Government without any prejudice.
The Governor also expressed regret that the practice of giving out of turn promotion to certain officers in officiating basis has become an ugly trend. He pointed out that this is the root cause of corruption in the works department. He further expressed his great concern over the reports of private individuals moving files in Government offices for vested interest and urged that such practices must discontinue.
The Governor lauded the Clean Arunachal Campaign and said that such endeavour go a long way in ensuring best practices.
The Governor also directed Commissioner PWD to immediately repair all the roads in and around Capital Complex.
Meanwhile, in a meeting on Tuesday, it was decided that State Infrastructure Development Fund (SIDF) projects would be reviewed and finalized by a committee under the chairmanship of Advisor G S Patnaik. "Funds would be distributed rationally as per population, backwardness and special needs of the area," Rajkhowa said.
The governor expressed surprise that the previous plan for SIDP fund distribution as per planning department had excluded Anjaw, Namsai, Changlang, Longding and Kra Daadi districts.
The governor had said that the 13th Finance Commission which was already approved previously by the last High Level Monitoring Committee (HLMC) should be implemented and no arbitrary changes be made on the project priority list.

ATI training for state civil service officers
ITANAGAR, Feb 3: A two days training on power and functions of executive magistrate for Arunachal Pradesh Civil Service (APCS) officers commenced at Administrative Training Institute (ATI), Naharlagun today.
The training is mainly focused on CrPC, but the various statutory Laws or Acts should also be included in future programmes, said Onit Panyang,) Secretary Law & Judicial, who attended the inauguration function of the training. He informed that Civil Service officers of Arunachal Pradesh are guided by Assam Frontier Regulation Acts (AFR Act) 1945, hence, all the executive magistrates should have thorough knowledge on it.
Since 60 percent of indigenous people in the state prefer customary laws for settling conflicts/disputes, the role of customary laws of the state too has to be taken care of during the training, he suggested.
ATI Director Training Pate Marik has informed that ATI has introduced such training for the first time for the civil service officers of the state which will be improved in due course of time. He advised the participating officers to take full advantage of it for efficient delivery of services to the public.
Altogether 26 Circle Officers (COs) and Extra Assistant Commissioners (EACs) from all districts are attending the training.

Students seek reason for postponement of interview
ITANAGAR, Feb 3: All Tagin Students’ Union (ATSU) has demanded the authority concerned to give the reason for postponement of the date of interview for selection of beneficiaries under PMEGP.
According to ATSU, the actual date of interview was fixed from February 1 to 3, but it has been postponed to February 8 to 10 without any valid reason.
The interview must be conducted under CCTV surveillance in a free and fair manner, ATSU said. The union further demanded that the candidature of government employees, NGOs and other candidates who have been granted loan earlier should be disqualified for the interview for selection of beneficiaries under the PMEGP scheme.

NE states still waiting for good days
Central government today unleashed another round of major infrastructure projects. Govt. of India cleared six road projects and one port sector project with estimated project cost of around Rs 9,672 crore. It included four National Highway projects, one each in the state of Maharashtra and Himachal Pradesh and two projects in the state of Uttar Pradesh and one port sector project in the state of Goa.
Much to the disappointment of the people of North East region there was no major announcement for the NE states. When present government came to power at centre, people of north east region had huge expectation from them. For years successive central government has failed to develop the region. Prime Minister Narendra Modi had promised a lot for the region but situation has not improved much. People are getting impatient and desperately want to see improvement at grass root. The biggest problem confronting our region is poor road network. The hilly terrain makes it more difficult for the people to survive. Government of India should especially give emphasis on improving the road connectivity. It’s surprising that no major road project has been announced for the region so far. But hopefully in coming budget government will present a road map for the development of region. There is urgent need for it. If govt. of India continuous to neglect the region, it will send out wrong message and sense of alienation will engulf the region.

As I was trying to enter the queue, I was not allowed, so very slowly I drove from

Later my parents and I went to the police station Naharlangun where we lodged a complaint. The officers there apologized for the incident.
If I am violating the traffic rule then the officer should have imposed fine as per traffic rule. There are no provisions in Indian law that allows police to physically assault innocent public.
Therefore, I highly appeal to the concerned authority to correct the bad behavior and harassment by the city police. And their duty is to protect and safeguard the public but not to misbehave and harass the innocent public.

Super heroes do exist
Dear Editor,
Through your esteemed daily, I would like to express my view on recent transfer order issued by Governor in the interest of people of Arunachal.
After learning that DC of East Kameng Sandeep Kumar has been transferred to Capital Complex, I was little disheartened but later realized that his deed has proved the proverb “action talk louder than words”.
He has done many commendable jobs during his short tenure as DC of Seppa. The people of Seppa, for the first time felt and experienced real administration. They were made to realize that law is above all and everyone is equal before law.
His action has made many people to believe that there exist super heroes too. He was next to messiah for poor and helpless people. The word rationality, punctuality and justice became his identity.
No word is enough to appreciate his work and measure his ability.
People of East Kameng will always remember you as our super hero and will cherish your dream of equality, justice and rationality.
May you continue to inspire many more and serve our state in different capacities. My grand salute to our Sandeep Kumar.

A popular quote states that “when two elephants fight, it is the grass that gets trampled”.
In the present situation of the state of Arunachal Pradesh, this is true.
But what is more confusing is the fact that, one cannot guess who is fighting with whom! First, we heard fights among members of the same party with different heads, then we witnessed fights between two constitutional heads of the state and now between the Honorable Supreme Court (SC) and the central government for recommending President’s rule in the state!
In the meantime, the state’s capital has become a fortified city. Security forces are deployed in every two to three steps. I wonder what they are defending!
All I see and hear is harassment of the people, mostly commuters. If imposition of President’s rule means fortification and harassment, then the temporary arrangement of president rule will have long term negative impact on the people.
To make things worse, the burning issues like unemployment, borders conflicts, deteriorating financial/ economic situation and other important developmental activities are left aside.
It is time our leaders look back and pay attention to the state, start working for the people’s welfare and work dedicatedly instead of running to Delhi for power or fight.

Dao is a traditional item and it must be the right of every young man and women to possess it. Breaking of any law and order must be punished according to the law of the land.
Criminals are punished for after they had committed a crime, not before.

Boundary problems
Dear Editor,
It is very disheartening to know that the leaders whoever may be of Arunachal Pradesh are not concerned about the state. Moreover they are more interested for their chairs and power. It is very surprising to see that the court proceedings from the permanent bench, Itanagar to the Supreme Court of India via Ghty High Court is moving very fast.
I imagine why is the Inter State Boundary case left pending at a snail’s pace? If really they are concerned about it, there should have been speedy trial and permanent settlement.
If India can settle the boundary with Bangladesh, why not Assam and Arunachal? The development in the interstate boundary has come to a complete halt hampering the life of local inhabitants.
